The objective of promoting cooperation, in addition to the specifics &#8211; focus on the RES, as a sector that in developed countries grows rapidly, creating thousands of jobs. Slovenia and Croatia are lagging behind in this area. Because of the obligations of states with regard to the increase of use of energy from renewable sources, this sector is particularly important. Project activities would not be possible with business investment. Planning models, information and public awareness, organizing knowledge transfer from R&amp;D institutions, enterprises and the selection of suitable projects, and the promotion of networking of SMEs, which is characterized by the lack of cooperation, is possible only with the involvement of public funds.
