The cross-border programme intends to focus to the river basins and flood risk management issues that can only be addressed through joint intervention of Slovenian and Croatian water authorities. Through its Priority Axis (PA) 1, Integrated Flood Risk Management in Transboundary River Basins, the Cooperation Programme provides an unique opportunity for these authorities to improve the transboundary flood risk management and achieve a reduction of flood risks. This Project (Flood RIsk Slovenia-Croatia Operations &#8211; Strategic Project 1 &#8211; Nonstructural Measures (FRISCO1)), will serve two key purposes: to improve coordinated flood risk management and reduce flood risks through implementation of non-structural measures, and to prepare documentation (studies and design) for the optimal structural measures that will be implemented in subsequent strategic project or projects. The main outputs will be sets of joint models, maps and tools for each of the six target transboundary river basins (Kupa\/Kolpa, Sutla\/Sotla, Drava, Mura, Dragonja and Bregana) with the associated design documentation for optimal structural measures, improved physical alert systems, and the outputs of awareness rising\/capacity building activities. The Project will address the needs of a wide range of target groups, and the ultimate beneficiary of the Project is the affected population. The Project\u2019s objectives can only be achieved through cross-border cooperation because, in line with the Floods Directive, the flood risk management planning should be done following the river basin approach in order to determine the optimal measures. The Project is original because of its comprehensiveness, both in terms of the spatial coverage (all transboundary river basins) and in terms of the scope of the measures (all key non-structural measures covering preparedness, prevention and response).<\/em><\/p>\n<p><em>Project acronym:<\/em><strong>&nbsp;FRISCO 2.1&nbsp;(1.426.746,25 ERDF)<\/strong><\/p>\n<p><em>Lead Partner:<\/em>&nbsp;Direkcija RS za vode<\/p>\n<p><em>Project Partners:<\/em>&nbsp;Hrvatske vode<\/p>\n<p><em>The objective of the project is the implementation of a structural flood risk reduction measure \u2013 the modernization and upgrading of the Vonarje Dam, which is a key structural flood risk reduction element in the Sotla river basin.<\/em><\/p>\n<p><em>The Vonarje Dam was constructed more than 40 years ago upstream from the confluence of Sotla and Mestinj\u0161\u010dica rivers and functions as a protection from high waters for downstream settlements on both sides in the border area.<\/em><\/p>\n<p><em>Because of serious damages to the concrete part of the structure and wearing out of HM and elec. equipment and machinery, the dam poses a great threat downstream.&nbsp; In case of malfunction or even demolition of the dam consequences downstream in the river basin area could be devastating, e.g. mainly to econ. and agr. infrastructure, as well as housing infrastructure in the area.<\/em><\/p>\n<p><em>The proposed modernization and upgrading (main P output) will decrease the flood risk and ensure the efficient operation and comprehensive monitoring (incl. seismic) in accordance with existing legislation (main P result). The P will thereby contribute to the overall programme specific objective &#8220;Flood risk reduction in the transboundary Sotla\/Sutla river basin through application of a structural flood risk management measure&#8221; as the main project output directly reduces the share of transboundary river basins under flood risk (5b4).<\/em><\/p>\n<p><em>The project will be supported by communication activities (WPC) which will target stakeholders from local, regional and national levels (e.g. the general public, national, regional and local authorities and sectoral agencies etc.) to raise awareness and increase knowledge on the issues of flood risk and flood protection measures.<\/em><\/p>\n<p><em>Cross-border cooperation on this project is vital as any flood risk reduction measure on a transboundary river needs to be bilaterally coordinated to avoid one-sided approaches that could endanger the other side.<\/em><\/p>\n<p><em>Project acronym:<\/em><strong>&nbsp;FRISCO 2.2&nbsp;(2.545.915,91 EUR ERDF)<\/strong><\/p>\n<p><em>Lead Partner:<\/em>&nbsp;Direkcija RS za vode<\/p>\n<p><em>Project Partners:<\/em>&nbsp;Hrvatske vode<\/p>\n<p><em>Maximum water levels of the Mur river were recorded twice in the last 10 years, in 2005 and 2014. As climate change is expected to result in even more extremes it is necessary to improve the flood defence system within the proposed project Frisco 2.2. Its common challenge is to improve environmental conditions and to adopt to climate change by the construction \/ reconstruction of the high-water embankments to protect the Benica and Sveti Martin na Muri settlements and its inhabitants from flood risk. In Benica settlement the measure will reduce floodplains on agricultural land by 96ha and protect additional 3,2 km of local municipal roads as well as 28 houses with agricultural buildings, in total 95 people, while also considering the flooding of Ledava. Furthermore, in Sveti Martin na Muri the high-water embankment will defend from a 100-year flood in total 62 structures (family houses and farm buildings, football stadium), 200 people living there and approx. 45 ha of agricultural land.<\/em><\/p>\n<p><em>The reduction of flood risk in the river basin is treated comprehensively within FRISCO 1 project and the detailed description of the stated locations is presented in the study draft \u201cDefinition of alternative solutions &#8211; Phase 1\u201d.&nbsp; A comprehensive hydrological hydraulic study of the Mur River Basin will be elaborated, which will define the necessary measures to reduce the threat of populated and urbanized areas from the harmful effects of waters.<\/em><\/p>\n<p><em>The project will contribute to the overall programme SO &#8220;Flood risk reduction in the transboundary Mura river basin through application of a structural flood risk management measure&#8221; as the main project outputs directly reduces the share of transboundary river basins under flood risk (5b4).<\/em><\/p>\n<p><em>Cross-border cooperation is vital as any flood risk reduction measure on a transboundary river needs to be bilaterally coordinated to avoid one-sided approaches that could endanger the other side.<\/em><\/p>\n<p><em>Project acronym:<\/em><strong>&nbsp;FRISCO 2.3&nbsp;(2.593.585,45 EUR ERDF)<\/strong><\/p>\n<p><em>Lead Partner:<\/em>&nbsp;Hrvatske vode<\/p>\n<p><em>Project Partners:<\/em>&nbsp;Direkcija RS za vode<\/p>\n<p><em>The project will contribute to the overall programme specific objective &#8220;Flood risk reduction in the transboundary Drava and Kolpa\/Kupa river basins through application of a structural flood risk management measure&#8221; as the main project outputs directly reduces the share of transboundary river basins under flood risk (5bRI).<\/em><\/p>\n<p><em>The reduction of flood risk in the river basin is treated comprehensively within FRISCO 1 project. Cross-border cooperation is vital as any flood risk reduction measure on a transboundary river needs to be bilaterally coordinated to avoid one-sided approaches that could endanger the other side. Flood embankments are the most common flood protection measures in the Drava river basin and most of the affected areas have already been constructed. An area of mutual interest between Republic of Croatia and Slovenia refers to area of proposed sections, that have inadequate flood protection and need to be resolved to prevent damages.<\/em><\/p>\n<p><em>The Flood Protection Study for the Transboundary Drava Basin identified the reconstruction of the Virje Otok &#8211; Brezje dike and construction of a distributary channel of the river Drava on the right bank of Mala vas as a structural measure that would be most efficient.<\/em><\/p>\n<p><em>The existing models and collected data served for the preparation of the Cross-border harmonized flood risk management study for the Kupa\/Kolpa basin, as part of which the locations with the heaviest generated damage were identified (the settlements of Hrvatsko, Ku\u017eelj, and Otok). In accordance with the amount of the average annual damage in the basin, the flood risk reduction measures are focused at protecting the settlements at the highest risk.
