PRESS RELEASE: 4th MEETING OF THE JOIN MONITORING COMMITTEE FOR THE CROSS BORDER COOPERATION PROGRAMME SLOVENIA-CROATIA IN THE FRAMEWORK OF THE INSTRUMENT FOR PRE-ACCESSION ASSISTANCE
Sveti Martin na Muri, 3rd February 2011 – The 4th meeting of the Joint monitoring committe of the Operational programme for the cross border cooperation programme Slovenia-Croatia 2007-2013, managed by the Goverment office of the Republic of Slovenia for Local self-Government and regional Policy (GOSP), was held in Sv. Martin na Muri. Today the Joint monitoring committee, composed of members from both countries – Slovenia and Croatia, as well a representative from the European Commission, approved conditionally 22 projects which will be co-financed from the Instrument for pre-accession (IPA) funds.
Instrument for pre-accession (IPA) is a legal and financial instrument of the European Union which, among others, aims to improve cross border cooperation on the external boarders of the European Union between candidate countries and member states.
The Republic of Slovenia and the Republic of Croatia have accepted the common IPA Operational programme Slovenia-Croatia 2007-2013, thus creating basic conditions for developing of cross border projects.

On 16th April 2010 Goverment office of the Republic of Slovenia for Local self-Government and regional Policy (GOSP), acting as Managing Authority of the above mentioned programme, announced the 2nd Call for Proposals. Both sides of the boarder within this call were given 11.900.115,00 EUR for co-financing activities (highest rate of co-financing is 85%).
183 applicatons arrived within the Call, which proves the exceptional interest for participation in cross border cooperation projects, as well as good relationships among partners in the common cross border area. The majority of applications deal with development of enterpreneurship, social integration and environmental protection. Cities and municipalities, development agencies, counties and educational and reserach institutes prevail among the applicants.
The official signing of subsidy contracts of approved projects within the 2nd Call for Proposals is expected to be in March 2011. The list of approved projects will be published on the programme website http://www.si-hr.eu on 4th February 2011.

During the annual revision of the implementation of programmes in 2010, the European commission assessed the IPA cross boarder cooperation programme Slovenia-Croatia as the most successfull among IPA cross boarder cooperation programmes on the external boarders of the EU.
Details about the 2nd Call for Proposals:
Funds were indicatively subdivided on five measures within two priorities:
- Economic and Social Development: 6.611.175 EUR
• Tourism and rural development (20%)
• Development of enterpreneurship (60%)
• Social integration (20%)

- Sustainable Management of Natural Resources: 5.288.940 EUR
• Environmental protection (55%)
• Preservation of protected areas, ecologically significant areas and cultural heritage (45%)
Beneficiaries of the Call are non-profit legal persons established by public or private law for the purpose of public and general interest from the cross boarder area:
- In the Republic of Slovenia: Pomurska, Podravska, Savinjska, Spodnejposavska, JV slovenia, Notranjsko-Kraška and Osrednjeslovenska region (adjacent region)
- In the Republic of Croatia: Međimurska, Varaždinska, Krapinsko-zagorska, Zagrebačka, Karlovačka, Primorsko-goranska, Istarska counties and City of Zagreb (adjacent region)
The next Call for Proposals is expected to be in mid 2011.
